Passcape Reset Password is based on WinPE. It may not have the drivers required for your (modern?) PC. Try using a USB 2 port for the kbd and mouse. Since it is a commercial program, contact Passcape. The latest trial version seems to have drivers which were added on Jan 2019 - so it seems up to date and should work. Is your ISO too old?
Also, try converting the ISO to a FAT32 .imgPTN file and see if UEFI-booting works?
