What do you mean by 'Launch WinContig'?
Do you mean run WinContig.exe from Windows?
Why are you switching partitions? Windows 10 can see both partitions - there is no need to switch them. Windows will get confused if you switch partitions - you must remove and re-insert the USB stick each time if you want to do this (but there should be no need).
RMPrepUSB only displays one entry for each drive - e.g. drive 0, drive 1, etc. and shows a 'random' volume label for that drive (because there may be more than one volume but it only shows one volume+label). SWITCH_E2B.exe lists ALL volumes (not drives) and so each volume appears in the dropdown list.
